Doug Barlow, JD

Doug Barlow maintains his principal law firm in College Station, with satellite offices in SE Texas and the west Hill Country. He has earned Bachelor’s and Master’s degrees from Texas A&M University, and a Doctor of Jurisprudence from the University of Houston. With over 40 years of practice, Doug has extensive trial and appellate experience as lead counsel from misdemeanors to death penalty cases, and is Board Certified in both Criminal Law and Criminal Appellate Law. Doug has represented students faced with administrative violations and Title IX investigations, as well as Texas school District Superintendents in both grand jury and administrative proceedings. He is trained in the programs of defense-based victim outreach, crime-related trauma, theory and practice of victim rights, and the theory and practice of restorative justice. Senior Solutions Specialist - Grand River Solutions
Tera Johnson is a Senior Solutions Specialist with Grand River Solutions and has nearly 14 years of professional experience in higher education including roles in residence life, student conduct, Title IX, and the dean of students’ office. In her Title IX and equity work, she conducted investigations involving students, faculty and staff; led trainings for the campus community including investigator and hearing board training; served in an advisory role to hearing participants; and wrote College policy revisions. Tera has extensive experience in interviewing, adjudication, and policy development. Tera holds a Master of Education in College Student Personnel.
Kevin Lineberger, JD
Solutions Specialist - Grand River Solutions
Kevin is a Solutions Specialist with Grand River Solutions and conducts research regarding developments in state and federal law relating to Title IX and equity issues, assists with data review and analysis, and gathers resources that benefit Grand River’s clients. Kevin provides hearing officer services to Grand River Solutions clients, as well as conducting investigations into complaints regarding sexual misconduct, discrimination/harassment (based on a protected status), retaliation, sexual harassment, dating violence, and stalking. Kevin served as Research Editor for Stetson Law Review, served as Editor in Chief of Stetson’s Journal of Advocacy and the Law, and was chosen to be the Research Assistant for Stetson’s Diversity Initiative where he evaluated various school’s pipeline programming in terms of diversity, equity, and inclusion. Kevin holds a Juris Doctorate from Stetson University College of Law.
Dinah J Mueller, JD

Dinah has been practicing family and criminal defense law in Galveston and Harris Counties since 1989 and has been mediating family cases since 1992. For nine years, she was an adjunct professor at the University of Houston - Clear Lake where she taught Dispute Resolution in the Legal Studies Dept. This professional experience along with her personal experiences as a student, wife, and mother will assist her in advising others through an emotional administrative process.
Shelly M. Shaw, JD

Shelly Shaw is an experienced litigator in the Brazos Valley. She provides guidance and direction to students and employees on a variety of legal issues, including Student Conduct and Title IX hearings, FERPA complaints, promotion and tenure packets, and criminal defense. She has served as an advisor to complainants and respondents.

Kris grew up in Elida, New Mexico and attended Baylor University for his undergraduate education. After graduating, he stayed in Waco to attend Baylor University School of Law. Upon graduating from Baylor Law, Kris joined West, Webb, Allbritton & Gentry. Kris enjoys spending time with friends and family, playing sports, and being outdoors. Kris is also very devoted to his faith.
