Doug Barlow has practiced law for over 40 years, and has his principal office in College Station. He has earned Bachelor's and Master’s degrees from Texas A&M, and a Doctor of Jurisprudence from the University of Houston. Doug has extensive trial and appellate experience as lead counsel, and is Board Certified in both Criminal Law and Criminal Appellate Law. Doug has represented students charged with administrative violations at the secondary and collegiate levels, as well as Texas school District Superintendents in both grand jury and administrative proceedings. He is trained in the programs of defense-based victim outreach which deals with outreach to crime victims, crime-related trauma, theory and practice of victim rights, and the theory and practice of restorative justice. Doug has been recognized for contributions to the legal system, receiving the John H. Hannah Award for Public Service in 2004, the 2016 Distinguished Lawyer Award by the Texas Aggie Bar Association, and designation as a “SuperLawyer©” by Texas Monthly.

Tera Johnson is a Senior Solutions Specialist with Grand River Solutions and has nearly 14 years of professional experience in higher education including roles in residence life, student conduct, Title IX, and the dean of students’ office. In her Title IX and equity work, she conducted investigations involving students, faculty and staff; led trainings for the campus community including investigator and hearing board training; served in an advisory role to hearing participants; and wrote College policy revisions. Tera has extensive experience in interviewing, adjudication, and policy development. Tera holds a Master of Education in College Student Personnel.

Kevin is a Solutions Specialist with Grand River Solutions and conducts research regarding developments in state and federal law relating to Title IX and equity issues, assists with data review and analysis, and gathers resources that benefit Grand River’s clients. Kevin provides hearing officer services to Grand River Solutions clients, as well as conducting investigations into complaints regarding sexual misconduct, discrimination/harassment (based on a protected status), retaliation, sexual harassment, dating violence, and stalking. Kevin served as Research Editor for Stetson Law Review, served as Editor in Chief of Stetson’s Journal of Advocacy and the Law, and was chosen to be the Research Assistant for Stetson’s Diversity Initiative where he evaluated various school’s pipeline programming in terms of diversity, equity, and inclusion. Kevin holds a Juris Doctorate from Stetson University College of Law.

Andrew Velazquez is a Senior Solutions Specialist at Grand River Solutions with more than thirteen years of experience working in the legal and administrative field. Andrew conducts investigations into serious complaints covered under institutional administrative policies, including complaints regarding sexual misconduct, discrimination/harassment (based on a protected status), retaliation, sexual harassment, dating violence, stalking, and the failure to provide reasonable accommodations to students or employees with a disability. He has investigated complaints made by students, faculty members, staff, and third parties. Andrew also has extensive training on how to conduct investigations in a trauma-informed manner. Andrew also provides workshops and trainings on a variety of topics, serves as an advisor to parties involved in the Title IX hearing process, and holds a Juris Doctorate from San Francisco Law School.
